On January 28, 2023, the 150MW Agrovoltaic Power Plant project was officially launched during a groundbreaking ceremony attended by local government officials and key national figures, including Lone District Congressman Loreto “Tonton” Acharon and Mr. Abdulghani “Gerry” Salapuddin from the Southern Philippines Development Authority (SPDA), representing the Office of the President.
This ceremony highlighted the crucial role this installation will play in supporting the government's commitment to adopting renewable energy, especially as the country prepares for the anticipated phase-out of fossil-fueled power plants by 2030. In anticipation of this shift, many stakeholders have expressed interest in establishing solar power plants in our region.
General Santos City offers the best irradiation efficiency in the region, coupled with a typhoon-free climate, vast available land, excellent infrastructure, and a well-maintained peace and order situation. The strong community involvement ensures that lawless elements are kept at bay, fostering an environment conducive to productivity and economic progress.
The project is designed to promote and develop Sustainable Development Goals (SDG) by integrating renewable energy generation with agricultural use of the land beneath the solar panels consisting of 173 hectares, and by enhancing tourism comprise of 24.8 hectares for the benefit of General Santos City. It is important for our regulatory agencies to address concerns about using large tracts of land solely for electrification, potentially compromising food security and posing environmental risks.
Before the project’s groundbreaking, we encountered challenges, including a fraudulent US funder and three separate instances of scammer project funders, which caused delays and financial strain on the company.
We welcome local and foreign partners who are inspired by our SDG-centered approach. Each technology design has its unique cost and project implementation strategies, and we respect the technical aspects involved.
The 149.6MWac plants spans 173 contiguous hectares, with a 2.2 km. distance from our designated substation to the NGCP Substation. We have completed approximately 90% of the documentation and entitlements, with only six entitlements remaining under ministerial warranties, emanating from the approved Solar Energy Operating Contract (SEOC) with Certificate of Registration (COR) No. 2023-03830 issued from the Department of Energy (DOE).
Land rights have been secured in two ways: by purchasing the absolute rights from occupants and possessors, and by obtaining a Forest Land Use Agreement-Solar (FLAg-Solar) from the Department of Environment and Natural Resources (DENR). The land, currently under a Forest Land Grazing Management Agreement (FLGMA) with the DENR, will be converted into FLAg-Solar for the 149.6MWac Agrovoltaic Power Plant. Consequently, ENP1C will hold the exclusive possessory land rights. All costs, from land acquisition to the final entitlements, will be borne by ENP1C.
